PAID PARKING STARTS AUGUST 15, 2026.
Dear Lodge Members, This is an important update regarding the implementation of paid parking in downtown Poulsbo and the Anderson Parkway waterfront parking lots. The City of Poulsbo's new paid parking program will officially take effect on August 15, 2026, utilizing the ParkMobile parking management system.
The purpose of this new parking program is to improve parking availability, support downtown businesses, and better manage parking resources throughout the waterfront and downtown areas.

Big Anderson Parkway Lot
196 parking spaces
Marked with a "P" designation
Little Anderson Parkway Lot

Motorists may purchase parking in 30-minute increments. One convenient feature of the ParkMobile system is that users can end their parking session early and receive a refund of any unused parking time directly back to their ParkMobile account.
Fees and Taxes The City of Poulsbo will absorb the transaction processing fees associated with parking payments. However, customers will be responsible for paying applicable sales tax on the parking amount purchased.
Employee Parking Program In addition to public parking spaces, the City has designated:
249 Employee Parking Spaces (not for SON employees)
Downtown business owners may participate in the employee parking program at a rate of:
$10.00 per employee per month
This program is intended to help preserve prime parking spaces for customers and visitors while providing affordable parking options for downtown employees.
ParkMobile App Overview The City has partnered with ParkMobile, a nationwide parking management platform that allows customers to conveniently pay for parking using a mobile device.
According to ParkMobile representative Elle Glass, the system offers:

Business and Customer Parking Opportunities Several options were discussed regarding ways businesses may assist customers with parking expenses.
Customer Parking Assistance Questions were raised regarding whether businesses, such as real estate agencies, could provide customers with complimentary parking through a gift card or prepaid parking option. ParkMobile does not offer this.
It was noted that business owners may establish a ParkMobile business account for approximately $4.00 to $5.00 per month, which may provide opportunities to assist customers with parking costs, such as paying for the customer parking.
Parking Validation Programs The City may eventually develop a validation system for special events and customer parking; however:
No special event parking policy currently exists.
This may be added to the Special Event Packets when applying for a special event permit. The City Council will have to approve.
ParkMobile does not presently offer an all-day special event pass option through the app.
The City Council has not scheduled discussion of a special event parking policy currently.
Future coordination between the City and ParkMobile may be required to develop and integrate such a program.
Transportation Alternatives City staff is currently working with the North Kitsap Senior Center to explore transportation solutions that would support access to downtown Poulsbo. One option under consideration is a shuttle or bus service transporting visitors to and from downtown parking areas.
A follow-up meeting is expected within the next month to evaluate the effectiveness of the new parking program and discuss transportation alternatives moving forward.
Conclusion The City of Poulsbo's paid parking program begins August 15, 2026, marking a significant change in downtown and waterfront parking operations. Visitors are encouraged to familiarize themselves with the ParkMobile system before arriving downtown. Whether paying through the mobile app, online as a guest, or by phone, multiple payment options are available to make the transition as smooth as possible.
As the program moves forward, the City will continue evaluating parking needs, transportation alternatives, and potential enhancements such as business validations and special event parking options.
